2. SALIENT CHARACTERISTICS
2.1 Design and construction. The paper cutters shall be designed to cut paper stock by means of a hand lever actuated cutting knife descending across the paper stock in a slicing motion. The cut shall be parallel to a moveable back gage and perpendicular to fixed right and left hand paper guides.
2.2 Supporting structure. The paper cutters shall have a base structure for supporting the assembled paper cutter. The base shall have mounting holes located adjacent to the four corners of the base to permit bolting of the assembly to a supporting surface.
2.3 Paper clamp. The paper cutters shall have a paper clamp capable of exerting sufficient pressure to hold the paper pile firmly to insure accurate cutting.
2.4 Cutting sticks. Each paper cutter shall be provided with not less than four close grained hardwood or plastic cutting sticks.
2.5 Cutting knives. Each paper cutter shall be provided with two cutting knives.
2.6 Safety lock. Each paper cutter shall be provided with a safety lock to hold the knife in the “Up” position at the conclusion of each cutting stroke. The safety lock release shall be such as to require both hands of the operator either on the operating lever or the left hand on the safety lock release, and the right hand on the operating lever.
2.7 Finish. The paper cutters shall be finished in accordance with the manufacturer’s standard commercial practice.
2.8 Capacities and dimensions. The paper cutter capacities and dimensions shall be as specified in table 1.
